我們的組織起初的宗旨十分簡單而迫切——降低台灣的溺水死亡人數。每年台灣約有 700 人因溺水喪生。這並非救生員不盡力，而是因為真正能夠救人的「黃金五分鐘」非常短暫，超過這段時間，往往只能撈回遺體。由於存活率僅約 20%，我們意識到「預防」——尤其是提供正浮力裝備——才是關鍵。
因此，我們開始為前往海邊的遊客免費提供救生衣，讓他們具備正浮力，大幅提高獲救的可能性。我們第一個據點設於高雄旗津，經過兩年的運作，零溺水事故。隨後，地方政府邀請我們協助在他们轄區的海水浴場設立救生衣站，因為前一年同地點在一天內曾發生三起溺水死亡事件、一週內共五人溺亡。儘管救生員竭盡全力搶救，其中一位父親被救上岸時仍有意識，卻因肺部吸入海水而不幸身亡，這件事深深震撼了這個社區。
自從我們投入以來，目前全台已設立14個據點（含無人站），我們自豪地報告：截至目前無任何溺水死亡案例（自殺除外）。僅在某一個海水浴場，實施了19次救援行動，因為所有人都穿著救生衣，全數成功獲救。
在旗津，我們也與當地的國中合作，利用捐款基金提供獎助學金給需要幫助的學生，條件是學生參與海灘守護服務。這樣的模式不僅提升了社區參與度，也形成一個正向循環——兼顧安全、關懷與社會責任。我們目前也在規劃將這樣的幫助擴展到身心障礙者及其他弱勢族群。
我們的下一步是擴展至近海救援行動。我們正整合義消單位、海巡署、海洋委員會以及各地志工的資源，並透過借用或捐贈取得設備，例如救生艇、水上摩托車、電動救生板、組合艇等，希望由受訓志工協助救生員進行海邊守望與近海巡防工作。

Our organization began with a simple but urgent mission: to reduce the number of drowning incidents in Taiwan. Every year, approximately 700 people lose their lives to drowning. This is not due to a lack of effort from lifeguards, but because the real window for saving a drowning person is only about five minutes. After that, rescue often becomes recovery. With survival rates around only 20%, we realized that prevention—specifically through providing proper flotation—was key.
We therefore started providing free life jackets to beach visitors to give them positive buoyancy and increase their chances of survival. Our first station was established in Cijin, Kaohsiung, and after two years of operation, there were zero drowning incidents. Following this success, the Keelung City Government invited us to help establish a station in Dawulun, where three people had drowned in a single day the previous year and five within the same week. Despite lifeguards’ best efforts, including one case where a father was rescued but later passed away due to inhaling seawater, the tragedies deeply affected the community.
Since our involvement, we now operate 14 stations (including unmanned ones), and we are proud to report no drowning deaths to date (excluding suicides). In Dawulun alone, there have been 19 rescue incidents, and thanks to life jackets, every person was saved.
In Cijin, we also created a partnership with local junior high schools. Using donations we receive, we offer scholarships to students in need in exchange for their service helping to protect their local beaches. This not only promotes community involvement but also builds a positive cycle of safety, support, and social responsibility. We are now exploring ways to expand this assistance to include people with disabilities and others in need.
